Two grizzly bears support a circular shield showing the crescent moon, grizzly bear, and national emblem—symbols drawn directly from the state’s original seal. Above the emblem, an arch of twenty-four gold stars signifies Missouri’s place as the 24th state admitted to the Union.

Across the banner’s lower ribbon appears the Latin motto “Salus Populi Suprema Lex Esto,” meaning Let the Welfare of the People Be the Supreme Law.
